Tempting
We're going to go from this:user posted image to user posted image
  1. Open your image and put it in a new canvas (File > New).
  2. Make two other copies of your image so you'll have a total of three images.
  3. Click on the third copy of your image that's in your layers palette. Go to Filter > Blur > Surface Blur. Radius=3 and Threshold=32. Result. If you don't have Surface Blur, you can use other blurs as well. Smart Blur or Gaussian Blur would work as well.
  4. AFter you've applied a Surface Blur (or whatever blur you've chosen), hit ALT + the mask icon at the bottom of your layers palette.
  5. Using a circle brush (you should have it, it's a preset found under the 'Drop Shadow' brushes), make the diameter whatever size so that it's big enough to use on the face. Don't make it too big otherwise you'll start blurring areas that shouldn't be blurred. Also, make the Hardness=100% so that, again, you can be exact with your retouching. Then extremely important!!! make sure you change the color in your tools palette (the palette that's towards your left) to white. Set the opacity to 40-50%.
  6. Go over the face and anywhere else that needs to be retouched. Try to stay away from the eyes, the lips and the nostrils. But if you do go over these areas, it's ok! we'll fix it in the next step.Result.
  7. To fix overly blurred areas or areas that you didn't want blurred but that ended up being retouched anyways, change your color in your colors palette to black and then (using the same brush opacity and hardness) go over the eyes, lips, nostrils to make sure that those areas are as sharp as they can get. You should probably change the diameter of your brush so that it's doesn't retouch other areas as well.Result.
  8. Make a new layer (CTRL + N), using a circle brush make two dots on top of the irises with whatever color you want. What did was take the eye dropper and select a blue hue of whatever Catherine's iris were. Hardness should be equal to 0 for the brush. I setup my two colored circles on Color Dodge 50%. I like to use Color Dodge because it gives the irises a bit of an overlay and crispyness that I like. It also makes the eyes look more interesting. You can adjust the opacity of your layer to however much. Result.
  9. Make a new layer. Using the same brush and the settings as above, make two other irises on top of the ones we just made using a different color. I used blue and set my layer on Color and Opacity 35%. Result.
  10. Now we're going to use the Pen Tool to form the lips. Go to your Tools Palette and click on the Pen Tool. When you click on the Pen tool, you'll get a menu like this. Make sure that you use the same settings as mine (Paths, Pen Tool, and Excluse Overlapping Path Areas).
  11. Zoom onto the lips. To Zoom hit CTRL and + (the plus sign). I zoomed mine at 700%. Make a new layer. Then use the Pen Tool and the settings that we selected from the previous step to outline the lips. I had to zoom out of my image to get the image to be smaller so that I can the outline of the lips more. As you may have noticed, the more you Zoom in the more the shapes become blurred. Connect all the dotts. When you start at dot #1 and make 20 other dots or something make sure that your #20 dot ends at #1 in order to connect everything. You might want to becareful of how you outline the lips because sometimes the image has teeth in it. If there is teeth in your image just go around it like this.
  12. After you outline the lips, right click. Leave the Pen Tool selected when you right click. You'll get this menu. Click on Fill Path. Make sure you have the same settings as mine. It's important that you have a 1 pixel feather that will soften up the edges of your lip layer. I used color #e37b7c for the lips that's usually the color that use for lips. Feel free to use that color as well. Hit OK and OK. Result.
  13. To get rid of the silver line that is outlining the lips, click on the Mouse Pointer in your Tools Palette so that you're no longer in Pen Tool mode. Make sure that your lip layer is highlighted in your Layers Palette and then hit DELETE or backspace in your keyboard. Result.
  14. Se your lip layer on Color 100% Soft Light and Saturation would also work. I chose Color because the because it's more pink. Result.
  15. Here's a nice trick to get awesome looking lips. Click on the fx icon at the bottom of your Layers Palette. Select Gradient Overlay. Use these settings. The gradient that I'm using is just a white and black gradient, Scale at 100%, aligned with layer set at Soft Light 100%.
  16. I'm going to add Blush to her cheeks just because they need a little color. Make a new layer. I'm going to use color #c45656. Use whatever color you think looks good. Set the layer on Soft Light, you don't want to give your subject granny looking blush. Decrease the opacity if you have to. I also erased the edges of my blush so that it's not creeping into the nose, hair etc.. To erase, selec the eraser in your Tools Palette, set it on a Drop Shadow Brush with Hardness=0% and whatever diameter is appropriate. Result.
  17. We're almost done. I'm going to add a Selective Coloring Layer in order to give more color, vibrancy and life to the image. Go to Layer > New Adjustment Layer > Selective Coloring or hit the B&W circle at the bottom of your Layers Palette. Here are the settings for this SC layer.
    Red
    Cyan:+12%
    Magenta:+23%
    Yellow:+57%
    Black:+28%

    Yellow
    Cyan:-66%
    Magenta:-68%
    Yellow:+53%
    Black:+11%

    Whites
    Cyan:0%
    Magenta:-20%
    Yellow:-3%
    Black:-25%

    Neutrals
    Cyan:-20%
    Magenta:+3%
    Yellow:+10%
    Black:+6%

    Blacks
    Cyan:+14%
    Magenta:-3%
    Yellow:-9%
    Black:+14%
